"Madam President, Baroness Ashton, we are all aware of the extent of your task and the difficulties involved in coordinating the Member States, which are highly sensitive about their diplomatic and military prerogatives. That requires us to be somewhat lenient and to recognise willingly that you do not spare any efforts.
Nevertheless, it is impossible for us today not to express a degree of disappointment or even frustration, and this is clearly expressed in the Brok report, which underlines the lack of any clear sense of strategic priorities for the common foreign and security policy (CFSP).
Your commendable objective is the implementation of the comprehensive approach, which should give the European Union added value on the international stage. However, I must admit that the approach seems, above all, to be global in its dimension and, I was going to say, in its geographical scope.
If we want to be everywhere, all the time, one sometimes wonders what the European Union actually does and where it really exercises successful global capabilities. You rightly mentioned the Horn of Africa; it is true that the EU is putting all of its resources, including its military resources, to work there, and it is still a success, but a limited success.
The CFSP really has to get away from the fragmented, divided initiatives that take shape in response to emergencies and new situations and which concentrate on a hierarchy of priorities and truly coherent mobilisation of all of its instruments."@en1
