"The position of the Council on the 2013 budget represents something of a step in the right direction, as it assumes an increase in payments and commitments compared to 2012. Nonetheless, it includes EUR 5 billion less in payments, and EUR 1 billion less in commitments than the Commission proposal. With regard to the current economic situation in the EU, the European Parliament holds the long-term view across the political spectrum that cost-cutting measures are necessary but not decisive. In accordance with the Commission proposal, however, the European Parliament is prioritising effective management over short-sighted budgetary cuts. We must approach the setting of the budget in a responsible way, and especially take into account the real needs for fulfilling the EU’s long-term aims and commitments. This applies particularly to key investments aimed at securing the EU’s future economic growth. At the same time, all of the consequences of any cuts in the draft budget need to be considered carefully. Last but not least, it is absolutely essential to ensure that the savings do not have a negative impact on the effectiveness of the European Parliament’s work in any way. I am ready to support a budget based on an approach derived from these three working priorities and complying with the adopted social model."@en1
