lpv:spoken text	"This report, which I have supported, highlights the need for Member States to invest in education at all levels. A particular emphasis is placed on improving key skills, reducing the number of early school leavers, the modernisation of higher education, and developing strategies for lifelong learning. At a time when many countries have responded to the economic crisis by cutting their education budgets, this report rightly calls for Member States to protect or increase their investment in education and training. In addition to this, the report supports the introduction of small-grants systems for pre-university students who come from disadvantaged backgrounds, in order to encourage them to remain in education, thus improving social mobility."@en1
