"In these difficult times, it is important to remember that investment in human capital, particularly in the younger generation, must not be seen as a cost but as an investment in the future to ensure sustainable growth and an inclusive society. We would stress that investment in the development of both knowledge and skills is crucial if we want to improve the integration of learners into social, civic and professional life and reduce unemployment. The report stresses, too, the role of employers, who must make lifelong learning a reality by giving workers proper credit for in-service training and making it more accessible to all workers.
