"The individualisation and ever increasing flexibility of the labour market in many Member States are putting employees, in particular women, who also have family obligations to meet, in a more vulnerable position, which can result in creating precarious jobs. There is a large proportion of women on the labour market employed in precarious jobs, and certain types of precarious jobs carried out by women, such as paid domestic work and providing care, are almost non-existent on the labour market. Under current legislation, there are, in this respect, large disparities in the European Union with regard to job opportunities and the quality of work, as well as in terms of receiving equal pay for doing the same work or work of the same value. In these circumstances, I believe that both the Commission and Member States need to adopt clear guidelines and practical measures for guaranteeing not only existing jobs, but for creating employment opportunities, especially for women, as part of the Europe 2020 strategy. An EU-level strategy needs to be devised on precarious work, with the emphasis on creating decent, green jobs and incorporating the principle of gender balance."@en1
