"In plenary on Tuesday, we adopted a non-binding resolution on the donation of tissues and cells. The text of the resolution calls upon Member States to prohibit financial incentives for the donation of tissues and cells and to clearly set out the conditions under which financial compensation may be granted. The Commission was, for its part, asked to propose a text in order to ensure the principle of unpaid donation. The resolution also highlights the importance of bilateral agreements, which help countries to deal with the lack of tissues and cells and to find a compatible donor, where this is done on a national scale, and the advantage for Member States of collaborating more closely with the European Registry for Organs, Tissues and Cells (Eurocet), which manages the European registry for tissues and cells. It was also, for the majority of MEPs, an opportunity to discuss concerns over the emergence of a black market for sperm and egg cells, which is why we have also asked Member States to take coordinated action with a view to combating the ethical and public health risks associated with this."@en1
