This exchange has been guaranteed since 2008 by the Internal Market Information System (IMI), which has more than 6 000 authorities registered in all the EU Member States and European Economic Area countries. However, the IMI operates on the basis of a Commission decision and a Commission recommendation, so it lacks a single legal instrument, which has been seen as a major obstacle to its further expansion.
