lpv:translated text	"Significant amendments have been introduced to the Commission proposal as regards the output of farmers from the various EU Member States. The new elements introduced by this report are that, in line with the existing regulation, the Member States can change their support for programmes allocated to the single payments system once per year during a five-year programme. However, according to the Commission, the Member States would have to make a final decision by the end of the year in which the funds were transferred from the wine envelope and this decision would be final. This report’s amendments suggest changing the five-year measure into a one-year measure applicable only for 2014, so as to enable a ‘one-shot’ transfer to the single payment system from 2015. I think that the foregoing will give the Member States more possibilities and more flexibility, so I voted for this report."@en1
