"Control of the sulphur content in marine fuels for all maritime vessels, including passenger vessels, should take into account the negative impact that this can have on local populations, particularly the residents of the outermost regions and islands. That is why there is an exception for islands and the outermost regions from the 0.5% sulphur limit applicable from 2015 to all maritime areas of the EU and all vessels. As a result of their natural characteristics, a limited number of passenger vessels offering regular services have a five-year period, until 2020, to adapt to the legislation, thereby reducing the negative impact. The Member States’ international commitments, not least to the International Maritime Organisation (IMO), already provided for this limitation. However, these changes should be gradual and tailored to the specific characteristics of the island regions, and should simultaneously cover increased support for operators. At the same time, the process of establishing Emission Control Areas should be subject to the procedures of the IMO, the only body with authority in this area."@en1
