"I voted against this proposal. Although negotiations on this issue have been ongoing since 2010, agreement has not been reached on delaying the application of this requirement. From 2015, a new EU requirement will enter into force for ships at berth in EU ports to use fuel with no more than 0.1% sulphur. These rules are only envisaged for ports in the North and Baltic Seas, while throughout the world, ships are allowed to use fuel oil containing 4.5% sulphur. This tightening of fuel quality requirements will make the situation difficult for maritime transport carriers because it will increase fuel costs as well as transportation prices. As a result, there may be a significant reduction in the amount of freight transported by sea and an increase in the amount carried by road throughout Northern and Eastern Europe. Uneven ship fuel standards in the countries of the Baltic and North Seas may allow uneven competition, not only compared to other EU regions, but also to non-EU countries."@en1
