"I voted for this report because I believe that my colleague, Sophie Auconie, has managed to find a balanced and constructive position on the rules relating to cattle identification. The traceability of cattle in its current form was introduced after the mad cow crisis in 1996, which made clear the need for complete traceability from farm to fork. The current system of traceability for bovine animals does work. It is considered to be a simple system which is well-received on the ground. However, in order to keep the identification process up to date with technological innovations, the rules provide for a gradual, harmonised development of this technology, but only for those farmers who want to participate. To allow farmers time to adapt, an assessment will be carried out after five years to determine whether it is appropriate to make electronic identification chips compulsory."@en1
