"Experience in this field teaches us that loosening the constraints of responsibility and solidarity between the Member States invariably leads to a losing game, in which occasionally an individual country, often a country bordering the Mediterranean, cannot cope with a sharp rise in flows of refugees and is held up as a bad example. The ensuing emotional climate is a breeding ground for opposing rhetoric and for displays of that particular kind of residual egotism, inherited from an age in which European countries clashed with each other rather than worked together. I therefore welcome the report which, with exemplary clarity, tackles unresolved issues regarding the common European asylum system (CEAS). In particular, I would point out the recommendations in point 47, which, if turned into specific measures, would make it possible to unite the Member States in an effective obligation of shared responsibility and mutual solidarity, ensuring – and this is the fundamental goal – that the tragic situation of asylum seekers is dealt with on an appropriate scale, with humanity, reason and realism. It also would not be inappropriate to reconsider aspects of legislative alignment on legal immigration, a closely related issue, whose problems have direct repercussions on the reception and asylum system."@en1
