"As we all know, half the countries of Europe allowed the CIA to use their airspace to carry out secret operations in the European Union. We are talking here about Member States such as Germany, Spain, Portugal, Finland and Poland. This does not and must not allow us to conclude that these countries have no regard for the humanitarian achievements of international law or do not respect human rights standards. In particular, the governments of individual countries had to make decisions after the terrorist attacks in New York, London and Madrid. The use of special measures seemed at that time to be essential. The suggestion made in the report that those suspected of being the leaders of terrorist organisations should have been given the same legal privileges as are enjoyed by suspects in our own criminal cases is mistaken. Furthermore, the report makes an unfair evaluation of those decisions but does not say what should have been done instead. We all respect the universal nature and indivisibility of human rights, but we also have to know the difference between a common criminal and a terrorist who plans and carries out a suicide attack on a military target or innocent civilians. For this reason, I could not endorse this report."@en1
