"The European Union is increasingly exposed to instability and rising prices on the global energy markets, as well as to the consequences of the situation where the oil and gas reserves are gradually ending up being monopolised by a limited number of owners. Competition between energy suppliers will not be enough to keep energy costs in check. Another important aspect is the situation regarding residential and industrial buildings which account for more than 40% of primary energy consumption in Europe. Increasing energy efficiency in buildings is an absolute must in order to achieve the important environmental protection targets, on the one hand, and to reduce the ever rising energy costs for the users of the buildings, on the other. This is why I think that the policies and measures adopted must result in a complete reduction in energy consumption, which will lead to a decrease in the overall cost of energy for consumers, thereby freeing up income for the EU’s citizens and businesses and cutting public sector expenditure."@en1
