"Finally, we have binding measures for energy efficiency. We should welcome this. Indeed, we are not in a position to achieve the targets that we have set for ourselves at present. There are exemptions of course, and some measures are still voluntary, but even so, the agreement reached at first reading enables us to turn certain elements of the Energy Efficiency Plan into binding measures. Energy companies will have to reduce their sales to industrial and domestic consumers by at least 1.5% per year. Each Member State will have to ensure that 3% of the floor area of government buildings is renovated every year, in accordance with the directive on the energy performance of buildings. Finally, EU countries will have to submit an action plan at regular intervals. While Parliament would have liked to go further on these issues, we should remember that it is the Council and therefore the Member States that have made this text less ambitious. The text remains, all in all, resolutely positive in the current context of energy transition."@en1
