"Madam President, Commissioner Oettinger, part of this issue has already been discussed today. Everything we know about the application of the third package as regards the delay with transposing its directives – the most recent information available to me seems to suggest that 18 Member States have been notified – seems to suggest that this information is probably out of date already because of the lack of transposition. My question is: how likely do you think it is that the legislation being drafted on trans-European transport networks will include a measure, an incentive, laying down conditionality for the presentation of projects of common interest? Will they be conditional on Member States complying with the obligations resulting from the third package or, on the other hand, do you consider such a mechanism extraneous and think all intervention in this area should simply be left to the normal competition mechanisms covered in Article 101 onwards?"@en1
