"We believe that the energy foreign policy that is to be discussed tomorrow will have no negative effects on the development of the internal market. We believe that we need a certain common European strategy in respect of third countries – that is, in respect of supplier countries – which is why we feel it is important that bilateral agreements – in other words, treaties between third countries and Member States – are made public. What we do not want, and are not calling for, is the publication of specific private sector contracts – prices, quantities, terms – unless these infringe internal market law. Then, and only then, will investigations be necessary, as stated by Commissioner Almunia half an hour ago. However, the general publication of private sector contracts is not something we feel is called for."@en1
