"Mr President, this directive started off with an advantage and a disadvantage, both of which were very strong. The advantage was that in this House, there is unanimous agreement on the benefits of promoting energy efficiency as the most effective, most direct and cheapest method of ensuring security of supply and competitiveness and of combating climate change. The disadvantage is the current economic and financial situation of many Member States, which are struggling under a terrible recession, which means that both their governments and their businesses, which are fighting for survival, are resistant to anything that involves taking on additional obligations requiring them to make investments. Therefore, in view of the advantage and the disadvantage, we had to find a balance between these two factors, which we have achieved. This balance has been achieved thanks to the way that we work and the excellent quality of the work done by the rapporteur, Mr Turmes, and by the shadow rapporteurs and all Members, and to the very positive role played by the Commission. Without any doubt, there are occasions when our work takes on all of its European meaning. This has been one of those occasions, and therefore we must congratulate Mr Turmes and all those who have contributed to achieving this great result."@en1
