"While I am in full sympathy with the proposal to reduce sulphur dioxide emissions from marine fuels, I would like to express certain doubts about this legislation. I do realise the Commission’s calculations are clear in their objective: the monetary value of the benefits of carrying out this reform is expected to exceed the costs by a factor of between two and 25. I am also aware of the fact that no price can be put on human health. However, while the benefits associated with this project are to be enjoyed by all citizens to a certain extent, the costs may end up being concentrated in centres associated with transport and the maritime industry. It so happens that I come from Szczecin, a city which is quite right to be worried about this. If it is true that the people of such cities in particular are to bear the burden of this directive, serious consideration should be given to adopting measures or instruments designed to ease this situation. Furthermore, I would like to point out that the tenfold reduction in emissions in Sulphur Emission Control Areas – and the Baltic Sea is also part of one such area – is to be delivered as early as 2015. This poses the question as to whether it is technically possible to ensure the supply of sufficient quantities of fuel by this time. I think these reservations are sufficiently serious to make us think carefully about how we vote on this directive."@en1
