"Mr Howitt knows full well that I do not speak for the British Government. It is a coalition government and I am not accountable for the actions of the British Foreign Office or the British Prime Minister.
All I can say is that I would be very happy to see President Assad tried before the International Criminal Court, but it may well be an expedient thing to give Assad some ‘wriggle room’ to leave office. If he knows he is about to be tried and arraigned before the ICC he may be tempted to stay in power and cause even further bloodshed.
So I suspect the reason – I have no prior knowledge – is to actually give some possible way out for Assad to leave Damascus and go into exile. I am only guessing though."@en1
