"Mr President, I think we all know that our European transport network is far from complete, and I believe that is important to continue to invest in these transport networks in the forthcoming period via the trans-European networks and also the connecting Europe facility (CEF). The project bonds, as presented here, form one element of that funding, and an important one at that.
We all know that Member States are finding it harder and harder to fund major infrastructure projects. We also all know that there is now a great deal of dormant capital on the sidelines that makes it very difficult to mobilise capital in order to invest in the real economy. The project bonds could help to direct that private capital into sound infrastructure projects, providing European added value.
The EUR 230 million that is now available is, of course, just a beginning, but it does make it possible to finance a number of smaller projects and, at the same time, also to look for answers to a number of technical issues that still exist for many investors, including for rating agencies, in order to work this way and in order to properly be able to make investments in a subsequent policy period, including via these project bonds.
