"This motion for a resolution was tabled by Erminia Mazzoni on behalf of the Committee on Petitions, pursuant to Rule 202(2) of the Rules of Procedure, and concerns the establishment of an EU legal framework for the protection of pets and stray animals. According to the rapporteur, many Europeans have requested the creation of this legal framework since there is no EU legislation protecting pets and strays, despite the Treaty on the Functioning of the European Union considering them sentient beings. Despite the rules in force in many Member States, there is still room for improvement, particularly with regard to the identification and registration of animals to reduce the number of strays, to managing programmes to vaccinate them, sterilise them and put them down, and to awareness-raising campaigns and the application of penalties for anyone abandoning an animal. I voted for this motion for a resolution because it contributes to improving public health, and to animal protection and welfare."@en1
