"In anticipation of the trilogue with the Council and the Commission on the EU 2013 budget, we mandated, with this vote, our negotiation team. Normally, the Council should have decided a joint position, at least at a technical level, before working as three, on 9 July. However, I should like to make it perfectly clear that we are utterly scandalised by the Commission’s proposal to freeze in real terms its commitment appropriations in 2013, in order to solve the problem of spiralling outstanding commitments (RALs). Furthermore, the additional EUR 360 million set aside in the 2013 budget for the International Thermonuclear Experimental Reactor (ITER), without raising the multiannual financial framework (MFF) ceilings, is largely financed at the expense of the European research programmes under the Seventh Framework Programme (FP7). The Commission justifies these cuts on the grounds of the underperformance of these programmes."@en1
