"I voted in favour of the mandate for the trilogue on the 2013 budget. In my view the right priorities have been identified, such as that of allocating the necessary resources and instruments to honour commitments, and so payments, already undertaken in previous agreements and which are now outstanding. This can certainly prove very beneficial for boosting the economy, and in particular for helping small and medium-sized enterprises, which are in dire need of these appropriations. The need to minimise EU bureaucratic and administrative expenditure was also emphasised, and in this sense the latest call for a single seat of the European Parliament should also be viewed positively. A moderate and responsible EU budget can help in a difficult situation such as the current one. It is, then, up to the recipients of funds to use them as best they can, and not to do as they unfortunately did all too often in the past. I am referring in particular to the southern regions of Italy, which have been chronically unable to absorb these funds, which often end up being embezzled, to the detriment of the EU, as in the recent case of Salerno-Reggio Calabria."@en1
