Under the mandate given to the EP negotiating delegation, the European Commission’s proposal to increase payment levels by 6.8% compared to 2012 is viewed as the first positive step towards realistic and responsible budgetary planning. The 2013 budget can only be successful if it makes a meaningful and effective contribution to solving Europe’s problems.
