For reasons of legal certainty and clarity the regulation currently in force must be aligned based on the principle of distinguishing between measures of an implementing nature and measures of a delegated nature. The expectations of consumers regarding the quality of organic products will thus be better taken into account. Furthermore, the authorities and other operators concerned will be able to apply the rules more effectively and favourable conditions will be created for the smooth functioning of the single market and trade. I believe that it is appropriate to entrust the Commission to adopt, by means of delegated acts, specific rules, measures and conditions necessary for the application of this regulation."@en1
