"Mr President, I welcome the opportunity to debate these four reports tonight because they highlight the important role of the European Parliament in the forthcoming negotiations on CAP reform. It will act and impact on the lives of many European citizens and, as such, it is important – imperative even – that the citizens’ representatives can speak and implement changes on their behalf. The Lisbon Treaty envisioned a scenario where a greater role would be given to this institution. However, the Council and the Commission are constantly seeking to circumvent this role, something which is evidenced in the phenomenon of delegated acts turning into implementing acts, and we really have to fight this encroachment on our role. I, like many other MEPs, have held public meetings around my constituency and sought the opinion of stakeholders on the CAP post-2013 and I have met many people who have lots of worries about it. But European citizens expect their opinions to be reflected in the legislation which comes from the European institutions and, as such, the role of Parliament is paramount."@en1
