"Madam President, Mr Lewandowski, ladies and gentlemen, today, I would like to focus, in particular, on the subject of the agencies. I have noticed that there is no specific focus on financing for the agencies in 2013 or in the multiannual financial framework for 2014-2020. To give you a few examples, there are the new supervisory agencies: the European Banking Authority (EBA), the European Insurance and Occupational Pensions Authority (EIOPA) and the European Securities and Markets Authority (ESMA). If these agencies are to do justice to the job which we were discussing once again at the weekend, then they need to be equipped to do it properly, because otherwise, we will ultimately not be able to implement all the plans that we have put in place. Another example is Europol. Europol manages its budget very carefully. In 2011, it had particularly high levels of transfers because some programmes had begun later. The fact that Europol is now being punished with a 10% reduction and is supposed to establish a cybercrime centre with its current funding is simply impossible. We need to ensure that the agencies are properly financed and, at the same time, we need to monitor the management board structures, because I believe that the large number of members on the boards sometimes means that the agencies are managed less efficiently."@en1
