"Madam President, Commissioner, ladies and gentlemen, the economic situation in Europe is bad, as we know. Member States are being called upon to make huge cuts, which also means painful sacrifices in society’s key functions, such as defence, education and health care.
At such times, we cannot look as if we are an institution detached from the everyday realities of ordinary people. Making savings, or at least keeping appropriations at the level of inflation, must be something that applies to us too. If we now ask for unreasonable increases in our budget, we will not just be without funds, but we will be harming our reputation and presenting an image of indifference.
What is good about the report is the decision to examine overlap in the financing of actions by the EU, on the one hand, and the Member States, on the other. The EU does not need to do anything that the Member States can do by themselves."@en1
