"Madam President, in the debate on the summit this morning, Mr Barroso said that the European budget is the decisive instrument for sustainable growth. I share his view and Mr Lewandowski has just made the same point. As things currently stand, it is important for us to emphasise once again that the way in which we debate the budget is part of the Community method. Parliament must decide together with the Council and only when we reach an agreement will there be a joint budget. Then the Council decided last week at the summit to mobilise an additional EUR 55 billion from the Structural Funds so that it could finally take measures to stimulate growth for the necessary consolidation policy in crucial areas, including education, research, sustainable energy and renewable energy, all of which are goals which we in the Group of the Greens/European Free Alliance share. However, what the Council failed to do was to explain where this money would come from at such short notice. I would like to endorse what the previous speakers have said. In political terms, the Council is totally schizophrenic. On the one hand, it calls for the growth pact and, on the other hand, it is not prepared to raise the payments for the budget either this year or in 2013. It is true that, following the reports from the Member States, the Commission’s estimates were cautious. However, they are based on the fact that we have to comply with the Treaties. Therefore, I and my group are calling on the Council and on the Cyprus Presidency to be brave in the negotiations, to take a bold European approach, and to ensure that the necessary payments are made. Otherwise, the Council’s decision will lead to us deceiving the citizens of Europe."@en1
