"Mr President, ladies and gentlemen, everything has been said this afternoon and the opposite of it all has also been said. This debate simply continues the confusion of recent months. We have seen almost every approach in recent months from the idea of rubber-stamping the Anti-Counterfeiting Trade Agreement (ACTA) as quickly as possible, to waiting for a court judgment and now to quickly rejecting it. These proposals always come from different sides of the House. In addition, it is clear that quite a lot has gone wrong during the negotiations on ACTA in the last few years, as many speakers have mentioned. Nevertheless, ACTA does, in principle, have some good features and, in principle, Europe, as a continent almost totally lacking in raw materials, must be able to protect its creativity and its innovations. We must ensure that we have fair customs measures and fair procedures for claiming damages. Of course, some speakers have mentioned the fact that the very states that produce counterfeit products are not parties to the agreement. That is true. However, since we have been talking over the last week about how we need more transatlantic cooperation, let us start here. We need to send out a signal in this globalised world that the Internet is not an unlegislated area and that we want to protect our intellectual property. Other countries will follow our example. The signal that we will send out by voting against ACTA is a devastating one, even though ACTA is not at all satisfactory."@en1
