"Madam President, I should like to reassure Mr Caspary at once. No, the Group of the Progressive Alliance of Socialists and Democrats in the European Parliament has never changed its position. I would, however, like to mention that at the beginning of this parliamentary term, when one of our fellow Members, Kader Arif, was coordinator of the Committee on International Trade (INTA), he led the S&D Group, along with others, to present a resolution here warning against ACTA because we thought that this agreement had been poorly negotiated, that it was filled with ambiguities, and so on, and Mr Martin has defended this today. This resolution was put to the vote in Parliament and it was not passed; it is a non-resolution. It did not receive enough votes. The warning at the beginning of this parliamentary term was never heeded in this Chamber. What has happened since then? Civil society has spoken. We have had e-mails, e-mail campaigns, discussions, forums, and so on and, suddenly, our MEPs who did not vote, who distrusted ACTA at the beginning of this parliamentary term, will probably vote against ACTA today. That is interesting.
We saw a similar case before: software patenting, with the Rocard report, two parliamentary terms ago I think, was swept up by the power of civil society. When civil society speaks, when direct democracy gets started and comes together with parliamentary democracy, then we have an extremely interesting equation which allows us to overcome problems.
That is what is happening today and that is what is interesting, my friends. When citizens understand, they act. It is up to us to make them understand. Now, we are against counterfeiting. There is still some way to go in this area, but I am pleased that tomorrow we will reject ACTA with an alliance between Parliament and civil society. That will be a red-letter day."@en1
