"The benefits of eCall are mostly demonstrated to be the reduction of the medical consequences of a crash, the reduced risk of a further accident on the scene and the reduced impact of an accident on the traffic. The ‘golden hour’ principle means that when emergency services are promptly notified and know the accident location, they can arrive quickly and reduce the risk of death and the severity of injuries.
For the system to work, we are going to need cooperation between vehicle manufacturers, mobile network operators and the Member States. The Member States will have to improve their system of public safety answering points so as to be able to handle eCalls. We should not forget that this is going to involve considerable expense.
Another important aspect of the system which needs to be worked out carefully is the protection of personal data. We are right to stress that the eCall system must not, under any circumstances, allow the journey of a vehicle to be traced, by which we mean that it must remain a dormant system until an emergency call is triggered. The eCall service cannot be used in any way to monitor and study a person’s movements or determine his location unless that person has been involved in an accident. I endorsed this report."@en1
