"I voted in favour of this resolution because the aim of the in-vehicle eCall system is to ensure the automatic notification of the emergency services in the event of a serious accident, with the purpose of reducing road fatalities and alleviating the severity of road injuries by the earlier arrival of qualified and equipped assistance (the ‘golden hour’ principle). Based on data in the European Union for 2004, more than 40 000 people die every year in accidents and 150 000 people suffer permanent disability. eCall does not prevent accidents, but would improve the effectiveness of emergency services. When emergency services are promptly notified and know the accident location, they can arrive quickly and reduce the risk of death and the severity of injuries. It should be noted that numerous studies and projects based on scientific methodology underscore the positive safety effects of eCall. The eCall service should be free of charge and its installation in all new vehicles should be obligatory. The public eCall service should be simple, affordable, operational and accessible to everybody throughout the EU, regardless of the vehicle and its location."@en1
