"I spoke during the debate in plenary to voice my reservations about the recommendations on the single European railway area. Unfortunately, my words, and also the words of several other fellow Members from Poland, did not secure the support of the majority in Parliament. The recommendations which were adopted represent – in my opinion – an attempt at a somewhat mechanical form of control of the railway market in Europe. I think it is a mistake not to take account of the specific features of countries such as Poland, where universal access to competition in the railway market could, as a result, bring about the collapse of the national railway operator, Polskie Koleje Państwowe. We need more time and more money to adapt to modern methods in railway transport. We can and should promote competition, but this should be done when all enterprises operating in the market have similar opportunities to compete. Where there are continuing disparities, particularly in the quality of rolling stock, the weaker partner will always lose."@en1
