"I voted in favour of this report because it became apparent at an early stage that we needed to get agreement on the recast before we could get down to the real issue of the fourth railway package which the Commission will come forward with later in the year. All through the passage of this report, it has become very apparent that certain Member States are more interested in protecting their own national railways and thus took a nationalistic view rather than thinking on a pan-European basis. The rapporteur and the shadows have done a good job in getting the message across that we expect regulators to be independent, and we expect infrastructure managers to be transparent in all their actions. This hard fought agreement with Council is not perfect. But it does give us a sound basis for the next move in regard to railway policy; namely, the fourth railway package. Who knows, one day we may see rail services crossing borders unhindered. Every now and then, miracles do happen."@en1
