"The establishment of a single European railway area should still be our main objective because the various national railway systems leave the sector hampered by national boundaries which heavily limit the development of the sector and the competitiveness of rail transport vis-à-vis other modes of transport. We believe independent regulators are crucial for establishing a level playing field for large and small railway companies. We should continue our efforts to achieve a more stable funding situation for railway infrastructure and to increase the transparency of financial flows, in particular, in integrated undertakings that provide rail transport services and infrastructure management. We therefore insist on establishing a compulsory mechanism to reduce noise emissions caused by trains. Noisy trains have negative effects on people’s health and, therefore, on their acceptance of rail transport and are ultimately harmful for the development of the sector. To increase the role and responsibility of the infrastructure manager is another important goal so that network management can focus more on free competition in the sector."@en1
