"Mr President, the European Council’s decision on the Compact for Growth and Jobs is extremely positive. However, its success depends on its implementation. No concessions must be made during the process of implementing the specific recommendations for each Member State. Member States must implement the single market legislation urgently. The procedures for approving the redeployment of the Structural Funds must be implemented as quickly as possible to achieve a rapid result. On the other hand, the notion of a two-speed Europe must not be supported in any form. All Member States must apply, in one way or other, the measures on economic and monetary union.
Unfortunately, the conclusions from the European Council on the MFF are not satisfactory. The Danish Presidency did not make the expected progress on a matter which is of paramount importance to the EU’s future. There is not even a forecast for the size of the European budget. The negotiation boxes do not include what the European Council should have proposed, but references to the very important aspects of the horizontal policies which come under the codecision procedure. Such an approach, which can only lead to Parliament deciding against the MFF 2014-2020, is unacceptable.
I expect the Cypriot Presidency to amend this approach and urgently initiate discussions with Parliament. Parliament has already made its position very clear in the report from the Temporary Committee on Policy Challenges, which the Council must take into account. If we look at the conclusions, there is a huge discrepancy between the conclusions on economic growth and jobs and those on the MFF. Ninety-five per cent of the European budget is targeted at investment, which generates exactly what is desired: economic growth and jobs."@en1
