"Mr President, Mr Barroso, ladies and gentlemen, I believe that the outcome of the summit was balanced. The principle of control and liability was maintained in the short-, medium- and long-term measures, which take us in the right direction to solve the crisis, to control the crisis, and which also sent out a clear political signal that this European Union still stands together and will not allow itself to be driven apart by the crisis. That is the most important message. I therefore consider it a good thing that now, for example, we are creating a banking union, and I assume that the Commission will table a legislative proposal for this swiftly and that this will also be associated with more flexible use of the European Stability Mechanism. These two things, however, belong in a particular context. We have to make it clear that this is not merely a sovereign debt crisis, but a financial crisis that has driven the sovereign states into debt. This must also become clear while giving particular consideration to the financial sector and its regulation. Mr President, I am of the opinion that on matters of institutional development, in particular, the paper that Mr Van Rompuy submitted along with Mr Barroso, Mr Juncker and Mr Draghi takes us in the right direction in the medium and long term, and from Parliament’s point of view, I would like to thank Mr Van Rompuy and Mr Barroso in particular, as well as Mr Juncker, for their helpful work. It must be clear that the crucial thing in the future remains the Community method, with the full involvement of the Community institutions. It must be made clear that we cannot allow the crisis to result in an institutional split in the European Union between the 17 on one side and the rest on the other. It has to be clear that, in this, the European Parliament is the parliamentary assembly at European level and that the national parliaments and the European Parliament are constantly strengthened at their respective levels. I would also like to thank you for the fact that it was expressly pointed out that cooperation takes place between the national parliaments and the European Parliament based on Protocol 1 to the Treaty of Lisbon. That is the appropriate line, and this provides a good basis for it. I would like to express once again my warm thanks for the cooperation on this matter."@en1
