"Mr President, ladies and gentlemen, we are dealing with a complicated situation: a significant share of the vehicles checked by national police and enforcement officers are found to be breaching the social rules. Roughly a quarter of these are found to be breaching tachograph rules.
Non-compliance with obligations for minimum rest periods also gives an undue competitive advantage to those breaking the law, with a negative impact on the functioning of the internal market and severe health implications for drivers. With regard to the installation requirements, I am in favour, and I believe that the obligation to adopt the new tachograph in 2020 gives due consideration to the time necessary to market this instrument and the costs of its installation.
I am also well aware of the issues that small and medium-sized enterprises and small handicraft businesses have raised, and I agree with them. I do not, however, agree with the derogations since they create a fragmented system with differences between the Member States."@en1
