"Mr President, even though the Sahel is a geographically remote region, it now represents a serious security threat for Europe, with the potential for further escalation. The deteriorating security situation in the region is assuming more long-term characteristics. In all of the three countries (Mauritania, Mali and Niger), there are weak central authorities that are incapable of controlling the vast desert area in the north. Tensions between governments and the nomadic Tuareg, widespread poverty and a lack of employment opportunities create a favourable environment for the free operation of the terrorist organisation Al-Qaeda in the Islamic Maghreb. I therefore support EU activities aimed at ensuring security in this region. In my view, the EU must play an active role in resolving the situation, and must immediately begin implementing the comprehensive strategy for this region"@en1
