". Mr President, we have already heard from many quarters that the Sahel region is a particular source of problems in Africa. The people there are living in inhuman conditions, which is something that we cannot simply accept. We need to do something to prevent this. The fact is that the people there are caught in a spiralling trap: they are facing drought, preventing them from keeping animals, they are coping with waves of refugees, terrorist attacks and unstable governments – in other words they are encountering a security problem of unimaginable magnitude. A number of EU citizens have been affected, falling victim to attack. This is not our sole concern, however, as we are particularly concerned with the plight of the people living in such enormous difficulties. We need to take action, particularly to protect women and girls, who are the victims of violence, and who are also denied education. This is truly a Herculean task for all policy areas in the EU, affecting development policy and security policy equally, as organised crime seems to be the most lucrative business in this area, as well as many other external policies. We need progress, which is why we have gathered today for this debate."@en1
