"Ladies and gentlemen, I have two important announcements to make. I would ask for your attention for one moment, please. I must also tell you that some of the reports already adopted in the Committee on Civil Liberties, Justice and Home Affairs that were scheduled for the July part-session will not now appear on the agenda. The first of these is the report by Mr Coelho, which is the report for which the legal basis has been changed. The second is the report by Ms Weber, which deals specifically with the increased reintroduction of border controls and the increasing of control times for the reintroduction of border controls. Neither of these reports will appear on the agenda in July and have been dropped by the Conference of Presidents. On Tuesday, I informed you of the impending trial of Sakharov laureate Ms Mahfouz, who has been charged in Cairo. You will remember that I said that the European Parliament had sent a message of solidarity to Cairo in relation to the proceedings against this young woman. I would like to tell you now that the case was heard yesterday, that Ms Mahfouz has been acquitted and that she has expressly asked me to tell you that she believes the pressure from the European Union was of extraordinarily great importance in this case. Secondly, ladies and gentlemen, I must inform you of a decision by the Conference of Presidents, which was adopted a few minutes ago. This morning, the Conference of Presidents, that is the chairs of the groups in this House led by the President, held a very detailed and intensive debate in consultation with the Legal Service of the European Parliament in relation to the action taken by the European Council last week and the unilateral decision of the European Council regarding the Coelho report on the evaluation and monitoring of the Schengen mechanism, changing the legal basis from Article 77 of the Treaty on the Functioning of the European Union, which provides for the codecision procedure of Parliament, to Article 70, which provides for a solely intergovernmental procedure, in other words a resolution by the governments in the form of the European Council. In response to this extraordinary move to change the legal basis in a unilateral way, the Conference of Presidents decided to suspend cooperation with the Council on home affairs and justice until the Council reaches an agreement with the European Parliament on a joint procedure in relation to the Schengen issue. The reports in question include the report on the amendment of the Schengen Borders Code and the Convention implementing the Schengen Agreement – known as the Papanikolaou report – the report on procedures to prevent attacks on information systems – known as the Hohlmeier report – the report on the European Investigation Order – produced in the trialogue procedure – the report on aspects of the 2013 budget that relate to internal security and the report on the Passenger Name Record (PNR) agreement. The Conference of Presidents decided not to continue with these five reports or to carry on with their adoption or negotiate them further with the Council until an agreement has been reached on the Schengen issue. I would like you to be aware of that. In the interests of fairness I must also add that Mr Callanan voted against this on behalf of his group, while all other groups voted in favour. I believe it is only fair that we should mention this. On a personal note, I would like to add that in my 18 years as a Member of Parliament I have never witnessed such unanimity on an issue facing this House. I should also add that Mr Speroni abstained from the vote on behalf of the Europe of Freedom and Democracy Group."@en1
