"Mr President, Commissioner, the Commission recently published the draft employment package. On behalf of the Group of the European People’s Party (Christian Democrats), I welcome this draft package, and I would like to begin by stating that we, for our part, support all of it, just as we support the proposal for a decision that was discussed in the Committee on Employment and Social Affairs as Parliament’s initial response to this draft employment package. Over the course of the debate, my colleagues will go into more detail. Let me just highlight some aspects I consider important. Above all else, I welcome the realistic approach with which the Commission has launched the draft package itself. We unfortunately share its opinion concerning the inauspicious signs that cast a shadow on this effort, whether it is youth unemployment or rising unemployment rates, and what I find particularly distressing is what is described in the recently published evaluation of Member States’ National Reform Programmes, namely, that the Member State concepts known to us so far do not seem to be sufficient to ensure the implementation of the Europe 2020 strategy. It is therefore definitely welcome that the Commission intends to provide medium-term policy guidance in this regard and I believe that it has set the priorities in respect of the potentials lying in the green economy, the health and social services sector and information technology correctly. I certainly welcome the proposal to reduce the tax wedge on labour, and would like to point out that the Pension Portability Directive should be adopted as soon as possible, while the barriers to mobility with regard to Romania and Bulgaria should be eliminated; we definitely welcome the growth initiative referred to in the text.
