"The situation in the Democratic Republic of Congo (DRC) with regard to democracy and the protection of human rights is extremely worrying. While the last presidential elections awarded victory to the outgoing President, the EU Election Observation Mission in the DRC reported a lack of transparency and credibility due to the numerous cases of fraud and irregularities detected. Furthermore, politically motivated human rights violations increased in the run-up to the presidential elections: repression targeted at human rights defenders and journalists worsened, and these people were subject to arbitrary arrests and intimidation. In view of this situation, and given that the EU’s financial contribution to these elections amounts to almost EUR 50 million, I voted in favour of this resolution, of which I am a co-author. Our text commits the Commission and the Member States in particular to make the EU’s financial contribution to the electoral process in the DRC dependent upon the effective implementation of the recommendations of the EU Election Observation Mission, and invites the Congolese authorities to ratify the African Charter on Democracy, Elections and Governance at the earliest opportunity."@en1
