In particular, the Representative should act and speak on behalf of the Union, reflecting the shared, indivisible responsibility of all EU institutions and Member States in view of the Union’s accession to the Convention for the Protection of Human Rights and Fundamental Freedoms. This vote will seek to strengthen the transparency and accountability of the Representative’s mandate.
