"The EU budget is a powerful tool for increasing European strategic investments that can boost growth and employment, as well as give impetus to the Union’s economic development and social cohesion. In order for that to be possible, we need adequate appropriations for the period 2014-2020 and to uphold, during negotiations with the Council, the guidelines set out at the SURE Committee meeting of last June. The new multiannual financial framework (MFF) will have to be flexible as time goes on, so that it can be used to respond quickly to unexpected crises and to channel resources where they are most needed.
I do not think Parliament should approve the MFF without a proper political agreement on the introduction of a budget funding system based on own resources, as per the Treaty of Lisbon. Otherwise, how would we explain to the people of Europe that the institutions do not respect the content of the Treaties?"@en1
