This is the case with Japan, which is not yet prepared to remove non-tariff barriers to its public procurement markets, pharmaceutical products and automotive industry. It would therefore be premature for the European Union to enter into trade negotiations with Japan today. Consequently, the Council should not be too hasty in giving a mandate to the Commission to begin these negotiations.
