"Madam President, ladies and gentlemen, the European Union has always accepted all international agreements regarding the arms trade. I believe that we should regulate the sector by giving operators a clear and common regulatory framework. It is also important and necessary to distinguish between weapons for military use or possible military use, which must be regulated separately, and weapons for sporting or recreational use. If this is not done, the European manufacturing sector, in particular, that of civilian and sporting weapons, will be penalised. Once again, Europe risks failing to protect our small and medium-sized enterprises which export arms all over the world and which could see more constraints applied unilaterally by legislation that puts a weapon for sporting use and a tank in the same category. Fortunately, this morning we rejected an amendment by a political group proposing a ban on exporting any type of weapon, without considering in the slightest the damage this choice would have done to our economy."@en1
