We think the problem up to now has been tackling each issue as it arises, individually and in isolation. The time has come for us to have a comprehensive solution for Europe; a solution involving – as Mr Daul made clear, in fact – more integration, more cooperation, European policies that are more in step with one another and a reassessment of the Community method.
